Two more people are now in custody related to a robbery at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

The arrests follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage upon exiting a car park lift.

A toddler aged three was one of the those hurt in the event. A total of five individuals went to hospital for medical care and have since been discharged.

Police detained a 31-year-old man for suspected robbery and assault close to the location. He has since been released under investigation while inquiries continue.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding several people hurt by a noxious substance thought to be pepper spray.

The assault - an event that authorities stated was isolated and not being treated as terrorism - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 car park briefly.
